Repealing Efficiency
Two rules eliminated through the CRA were developed in response to GAO recommendations aimed at eliminating ineffective programs. The rules include the multi-agency fair contractor rule and the Department of Education's teacher preparation rule. This number is significant because Congress has charged the GAO with reviewing agency programs to assess their effectiveness and to issue reports recommending ways those programs can be improved, including through new rulemakings. In these two cases, then, anti-regulatory conservatives are effectively thumbing their noses at Congress's own non-partisan expert watchdog.
