Testimony to the U.S. Environmental Protection Agency on the Mercury and Air Toxics Standard

Center for Progressive Reform Senior Policy Analyst James Goodwin testified on the importance of reinstating the "necessary and appropriate" finding for the U.S. Environmental Protection Agency's mercury and air toxics rule.
